It is not uncommon for the roll pin hole in the cam to only be drilled on one side. The reason for this is that when you drill through the spindle it is unlikely that the drill will go perfectly straight, which would lead to roll pin misalignment if the cam had drill holes on both sides.
So, starting with 1 hole, you drill through the spindle and create your own hole in the cam, to match your drilling and fit the roll pin successfully.
If the cam is drilled on both sides, more care will need to be taken when drilling throgh the spindle, so that the drill bit stays 100% straight through the cutting process.
